RAB is Sirius Black. The initials do not match. The main theory is that RAB is Regulus Black.
RAB is Sirius Black. is the brother of Sirius Black Regulas, which, as they say, was in books, a follower of Voldemort. and learned hocruxes for espionage. as they say in books, Regula was killed by Voldemort (or one of its supporters, I can not remember). could have been murdered because he found was espionage. xx

No one really knows, but one popular theory is that this is the brother of Siruis the Regalus Black, was killed the Death Eaters when he tried to leave Voldemort was could be.
I think they are the initials RAB is Regulus and Regulus is interesting that the Latin for the Prince!
I think that Regulus was able to obtain information about the locket Horcrux (although I doubt he knew what others Voldemort - not really trust) as one of the Death Eaters.
